The consular office is the unit through which the Brazilian Government is represented before the Brazilian community abroad, protecting and providing assistance to Brazilian citizens within their jurisdiction and within the limits set by existing international treaties and by the laws of the foreign country. The consular office can be a Consulate-General, a Consulate, a Vice-Consulate or a consular section of the Embassy.

Portal Consular of the Ministry of Foreign Affairs (MRE). Passport request abroad (regular, official or diplomatic); legalization of documents issued abroad and in Brazil, and the issuance of other consular documents, such as proof of residence, travel authorization for children, among others, are the highlights.
In fulfillment to
Decree 7.214, of June 15, 2010, establishing the principles and guidelines of the government’s policy for Brazilian communities abroad, MRE created the website
Portal Brasileiros no Mundo. On this page, the public has access to information about associations and organizations managed by Brazilians abroad; about the editions of the Brazilians in the World Conference, held since 2008; and about the latest developments of MRE's framework of consular diplomacy, which consists of initiatives in support of Brazilians abroad in consular, immigration and judicial cooperation areas.
The Citizen or Citizenship Councils are informal fora that aim to facilitate contacts between nationals living abroad and MRE’s consular network. In the website Brasileiros no Mundo there is a list available of the
Councils in activity in the world.
Assistance Center to Brazilians

The Consular Ombudsman, in operation since 2009, is the unit responsible for the processing of comments, suggestions, compliments and criticism regarding any and all consular activities of Brazilian consular offices abroad. It can be contacted through the

Return Portal is for Brazilian citizens living abroad who have decided to return permanently to Brazil. It provides detailed information on documental steps that must be taken before and after returning to Brazil, instructions on luggage transportation and moving process, guidance on the Brazilian work market, as well as data on the social security and local health systems. The Rio Branco Institute (IRBr), founded in 1945, is MRE’s diplomatic academy, responsible for the selection and training of Brazilian diplomats. At the IRBr webpage, the citizen has access to study guides published since 1996; to public notice for the Contest for Admission to the Diplomatic Career (CACD) and information on the Affirmative Action Program, which grants scholarships to African descent applicants, to finance courses and preparatory classes to the CACD, besides books and textbooks acquisitions. The Institute annually publishes JUCA Magazine, elaborated by IRBr students.
Internship Programme
MRE’s Internship Programme was structured for secondary or undergraduate students, regularly enrolled at Brazilian educational institutions. It is regulated by
Law No. 11.788, of September 25, 2008, and by Ordinances no.
467 and
467, of the Ministry of Planning, Budget and Management, respectively of September 14 and December 31, 2007, as well as by
Normative Guidance No. 7, of October, 2008, also published by the Ministry of Planning.

The internship program, for secondary or undergraduate students enrolled at Brazilian educational institutions, comprises shifts of 4 to 6 daily hours (20 or 30 weekly hours), according to each unit’s availability. FUNAG is a public foundation linked to MRE, devoted to the study and disclosure of Brazilian foreign policy and themes related to international relations. Through its
Digital Library, FUNAG offers to the public free PDF versions of hundreds of books published by the Foundation, as well as editions of the DEP Magazine (Diplomacy, Strategy and Policy) and Booklets of the Diplomatic History and Documentation Centre (CHDD). Additionally, it is possible to acquire, at the Foundation’s virtual store, or at booths at the main entrances of the Ministry, printed copies of their publications.
FUNAG is composed of two units:
The IPRI edits publications on Brazilian foreign policy and international relations; it compiles the academic production of national post-graduation programs in International Relations and related areas, at Masters' and doctorate levels; and it provides a list of domestic and foreign newspapers on International Relations and related areas.
The CHDD is responsible for fostering research on diplomatic history and international relations of Brazil. It is located at
Itamaraty Palace, in Rio de Janeiro. The Historical Archives and the Historical Map Collection, as well as the Historical and Diplomatic Museum are also located in the former headquarters of MRE. Research is free and open to the general public, upon request and prior approval.
The MRE General Coordination of Diplomatic Documentation (CDO), located in Brasília, along with Itamaraty Historical Archive, in Rio de Janeiro, is in charge of the custody, management and dissemination of the Brazilian diplomacy's archives.
The Collection
Documentation produced from 1959 is kept in the Archives of the Foreign Ministry in Brasilia.
Documentation produced until 1959, with some exceptions, is kept in the Itamaraty HIstorical Arcuives in Rio de Janeiro.

Research in the Archives
Research is free and open to the general public, upon request and prior approval. Once approved, the researcher is contacted to schedule the date of visit to the archives. The request must include:
- Historical oeriod to be researched (months and years);
- Types of documents objects to the research: cables (telegrams), dispatches, Oficial letters, memoranda, Verbal notes, etc.;
- Posts: inform the Embassy, Consulate, Mission and/or delegation whose documents will be consulted;
- Degree of secrecy of the documents requested.
Documentation between 1970 and 1989 is microfilmed. A microfilm reader is available for public use, also by appointment.
Each request is assessed according to the legal provisions on the access to classified documentation. Any consultation to originally confidential documentation - even those which, by the course of time and in the light of the Access to Information Act, has lost its secrecy - must be previosuly and expressly requested by the researcher.
Once approved, the researcher is contacted to schedule the date of visit to the archives, being the period in the archives fixed to a week (five working days) due to the great external and internal demand.
Visit to the Itamaraty Palace
Itamaraty Palace, in Brasília, was designed by architect Oscar Niemeyer, with structural calculation by engineer Joaquim Cardoso. Inaugurated in 1970, it houses works of artists such as Athos Bulcão, Rubem Valentim, Alfredo Volpi, Bruno Giorgi, among others. The landscaping is by Roberto Burle Marx.
